ONTOLOGY.md: fix stale "words not yet migrated" note

Browse Source 
Words have been fully migrated and live via stadium_word_dispatch()
since item 4.1 -- this line just never got updated. Small, independent
doc fix flagged in FABRIC-3.md's punch list, addressed on request.
