Protocol and format specs, extracted out of architecture//scratch/ as they mature.

• HOLA_PROTOCOL.adoc — HOLA protocol specification. \input{} by both docs/formal/cookbook/ and docs/formal/dev-guide/.

This directory is intentionally sparse — most specs (IVMP, Jacquard, ACL, capsule) still live under architecture/ or scratch/ per docs/CLAUDE.md's Phase 2 filing convention and have not yet been extracted here.
